Winston, Rhonda Reid

Rhonda Reid Winston has been a member of the District of Columbia Bar for over
14 years. She is a 1975 cum laude graduate of Duke University, where she was an Angier
B. Duje Memorial Scholar and a recipient of a National Achievement Scholarship. Judge
Winston received her law degree from Duke University SChool of Law in 19789, and is an
Honorary Life Member of its Board of Visitors. She was admitted to practice in the United
States District Court for the District of Columbia, the United States Court of Appeals (D.C.
Circuit) and the Court of Appeals of Maryland.

In 1979 Judge Winston began her legal career as a staff attorney at the Public
Defender Service for the District of Columbia and she has extensive experience litigating
criminal cases with the Public Defender Service and served as its Special Litigation Counsel
and Deputy Director.

Judge Winston has also served as an assistant district attorney in the office of the
Special Narcotics Prosecutor in New York City, a Visiting Assistant Professor of Law in the
Criminal Justice Clinic at Georgetown Law Center, a trial attorney in the Baltimore District
Office of the Equal Employment Opportunity Commission, and Deputy Director of the
District of Columbia Pretrial Services Agency.

She is a member of the Criminal Justice Section of the American Bar Association,
and has previously served as Co-Chair of the Criminal Law and individual Rights Section of
the District of Columbia Bar. Judge Winston has lectured extensively on topics related to
criminal law and trial advocacy. She is an annual lecturer at the District of Columbia Criminal
Practice Institute, and since 1991 has been a Visiting Faculty Member for the Trial
Advocacy Workshop at Harvard Law School. She has also served as a faculty member at
th Southeast Regional Program of the National Institute for Trial Advocacy.

Judge Winston has one daughter, Meghan, who is nine years old. They attend
Northeastern Presbyterian Church in the District.
