Frederick D. Dorsey was born in Philadelphia, Pennsylvania on March 27, 1941, to
David Frederick Dorsey and Isabel Barbara Miller Dorsey. He attended public schools in
Philadelphia and graduated from Central High School in 1959. Mr. Dorsey earned a
Bachelor of Arts Degree in Sociology and Psychology from Ohio Wesleyan University in
1963, and a Master of Arts Degree in Sociology from Kent State University in 1965.
Shortly after his graduation, Mr. Dorsey joined the U.S. Air Force as a Commissioned
Officer. He served in Alaska, Louisiana and North Dakota from 1965 to 1969. During this
period, he twice received the Air Force Commendation Medal for Meritorious Service.
While in the military, Mr. Dorsey became interested in the law. He moved to
Washington D.C. and enrolled at the Georgetown University Law Center. While in his third
year at Georgetown Law, he became staff editor of Law and Policy in International
Business. He received his Juris Doctorate Degree in 1972.
Mr. Dorsey began his legal career in Wisconsin as an Assistant District Attorney for
Milwaukee County. In 1974, he returned to the District of Columbia and was appointed an
Attorney for the U.S. Commission on Civil Rights. Mr. Dorsey became Acting General
Counsel of the U.S. Commission on Civil Rights in 1979. During this same period he also
became an Adjunct Professor of Law at Georgetown University Law Center. Mr. Dorsey
then began to work for the U.S. Equal Employment Opportunity Commission (EEOC) as
the Director of the Office of Policy Implementation. He was also a charter member of the
Senior Executive Service during this time. He was promoted to Associate General
Counsel and he was Director of Systematic Programs at the EEOC. From 1982 to 1984
he served as the principal Deputy Corporation Counsel for the District of Columbia.
In January 1984, Mr. Dorsey was appointed as the People’s Counsel of District of
Columbia, where he provided legal representation for ratemaking and regulatory
proceedings before the D.C. Public Service Commission. He also represented consumers
in utility matters before appropriate federal agencies. the U.S. Congress, and in the courts.
During his tenure, Mr. Dorsey had planned and implemented a multi-year agency
expansion and realignment pursuant to newly enacted legislation which clarified the Office’s
statutory authority. He tripled the Office’s budge and staff, added a computer data retrieval
system, automated equipment, and upgraded the in-house telecommunication system. As
the People’s Counsel, Mr. Dorsey managed and directed a 33-person staff.
Mr. Dorsey has been a member of the Executive Board of the National Association
of State Utility Consumers Advocates (NASUCA) since joining the organization in 1984.
he was elected Vice President of NASUCA in 1989. In 1987 he was named Consumer
Lawyer of the Year by the District of Columbia Bar.
Mr. Dorsey’s professional and Bar affiliations include the District of Columbia Bar
Association, the Washington Bar Association, the Wisconsin Bar Association, the National
Bar Association, and Delta Sigma Tau Legal Fraternity.
Mr. Dorsey is married to Mary Gail Gerebenics and has two children, Joel and
Karen.
