Carol Ann Dalton was born, raised and lived part of her adult life in New York City. Ms.
Dalton graduated from the City College of the City University of New York. She then
worked in business and attained the position of Vice President with a New York 5th
Avenue linen company.
Ms. Dalton left the corporate work world, entered New York Law School, and clerked during
law school at the New York Human Resources Administration and the Manhattan District
Attorney’s Office. In 1987, she moved to Washington, D.C. and has lived in the district
ever since. She worked for five years with the Washington D.C. firm of Winkelman &
Mann, primarily practicing in the trust and estate and tax law areas. During that time Ms.
Dalton also obtained a LL.M. from the George Washington University National Law
Center.
In 1992, Ms. Dalton established her own law office. At this stage in her career, her
legal practice evolved from one primarily focused on trust and estate work to a practice
almost exclusively devoted to representing parents, caretakers and children in D.C.
Superior Court. Ms. Dalton has represented clients in court on adult criminal and juvenile
criminal matters. She has represented clients in intervention, guardianship, adoptions,
custody, termination of parental rights, child abuse and neglect cases. Ms. Dalton has also
represented clients in the mental health system and with special education placements.
From May 2000 until her appointment as Magistrate Judge, Ms. Dalton served as
Director of the D.C. Superior Court’s Counsel for Child Abuse and Neglect office. In that
position, among various other responsibilities, Ms. Dalton was responsible for training
practicing attorneys and recruiting and training new attorneys for appointments to represent
parents, caretakers and children in D.C. Superior Court in the area of child abuse and
neglect.
Over the years Ms. Dalton has participated as a member of a number of
committees tasked with improving court procedures and practices in the area of family law.
She was a member of the D.C. Superior Court Advisory Rules and Practice Standards
Committee, D.C. Superior Court Domestic Relations Mediation Committee and D.C.
Consortium of Legal Services Providers Committee. Ms. Dalton was also a frequent
speaker at numerous seminars devoted to family law and estate planning issues.
Ms. Dalton is very active in community and civic organizations. She is a former D.C.
Advisory Neighborhood Commissioner. Ms. Dalton served as Chair of several
committees of the D.C. Women’s Bar Association and as a member of the Sheridan-
Kalorama Historical Association Board. She also did volunteer work with such organizations
as the Whitman-Walker Public Benefits Clinic and Rape Crisis.
Ms. Dalton is married to Peter Flynn, a Senior Attorney with the United States
Department of Justice, whom she met while attending law school in New York City.
