Breslow, Julie Rebecca

Julie Rebecca Breslow was born and reared in New Jersey. She graduated magna cum laude from Union College, and graduated from Albany Law School in 1989. She joined the Office of the Corporation Counsel in 1990 and was a trial attorney in the Child Support Enforcement, Juvenile Delinquency and Child Abuse and Neglect sections. In 1995, Ms. Breslow joined the staff of the court-appointed receiver for the Child and Family Services Agency where she trained child welfare social workers on legal issues. There she established the Court Services Unit to assist social workers and the Court.

In 1998, Ms. Breslow became the Victims’ Rights Attorney for the United States Department of Justice, Executive Office of the United States Attorneys. In September 1999, Ms. Breslow joined the United States Attorney’s Office for the District of Columbia as the Chief of the Victim and Witness Assistance Unit. As the Chief, she supervised victim advocates and witness security specialists. Ms. Breslow received numerous awards during her three years at the United States Attorney’s Office, including the Executive Office for the United States Attorney’s Offices Director’s Award. Ms. Breslow established the United States Attorney’s Office’s Child Waiting Room, which provides child victims and the children of victims and witnesses with a safe and child friendly place to play and wait while visiting the United States Attorney’s Office.

Ms. Breslow was a member of the Board of Directors of the DC Rape Crisis Center from 1995 until 2000, and served as the President of the Board from 1998-1999.

Regarding these appointments, Family Court Presiding Judge Lee F. Satterfield says he is pleased to have such well-trained people join the Family Court. He states that their appointments will greatly benefit the children and families that are served in the District of Columbia. These five magistrate judges will join the first five -- Carol Dalton, Pamela Gray, Noel T. Johnson, Alec H. Deull and Juliet McKenna -- who were appointed to the Family Court in April 2002.
