John Henry Edmund Bayly, Jr. was born in Washington, D.C., where he now lives
with his wife, Katherine Kenny, and their three children, Anne Louise, Johanna, and Georgia
Bayly.
Bayly is the son of Salome Winters and John Bayly who for many years maintained
a medical practice in this community. Bayly is the oldest of five brothers and five sisters.
After attending Gonzaga High School on Eye Street, Bayly graduated from
Fordham College where he studied English and classics. He was admitted to Phi Beta
Kappa in 1966.
He attended Harvard Law School, graduating in 1969.
He joined the staff of the Federal Communications Commission and then became
an Assistant United States Attorney. He appeared in the Superior Court, the District of
Columbia Court of Appeals, the United States District Court for the District of Columbia,
and the United States Court of Appeals for the District of Columbia Circuit.
In 1975, Bayly became a staff attorney with the Senate Select Committee on
Intelligence. At the conclusion of the Select Committee’s term, Bayly joined the General
Counsel’s office at the Corporation for Public Broadcasting. In 1978, he returned to the
United States Attorney’s Office where he did both civil and criminal work. In 1985, he
became General Counsel of the Legal Services Corporation and in 1987 he became
president of the Corporation.
Since 1989, Bayly has been of Counsel with the firm of Stein, Mitchell and
Menzines.
Bayly is a member of the District of Columbia Bar, the Bar Association of the District
of Columbia, and the American Bar Association.
He is also a member of the John Carroll Society and The Counsellors.
